Where did Tiberian 3 go. It shows online in "Change World" but doesn't load.

:update - now back to normal except for the display warning which has reared it's ugly head again today.

is it just me, or have the resource transfer costs shot up ???

I've not noticed them going up and there wasn't anything in the patch notes was there?
