Huhh.. as i noted during combined base attack research points are also reduced.. ehh.. i would say, limited timer for 2weeks would be the best solution. i know alt specialists will appear there, but they will be hardly disturbed, cause starting boost till b3 is really essential (like 10-12 days), and players will be able to start to have fun again..
