You don't understand it correctly - everyone starts with the same layout, but it is randomly generated at the start of the world so no-one knows the layout. It is a long time since they had a world where the layouts for everyone was different, sometimes they are randomly generated and sometimes they select a one sent in from players for an existing world.

Then maybe you should tell it differently, because this is not what I read

Remember the people who write this do not have English as their main language and sometimes things aren't quite as clear as they could be or can be interpreted in a number of ways. You get used to the way they write things over the years and learn which way they mean it by observation of past worlds. Their English is much better than many who claim English as their main or only language and post in here :)
