Tunnels

I think u need both defense and offense level to be max 6 levels lower then the Tunnel level.

I don't know 4 sure... what i do know is that i sited days with the right offense level and the wrong defense level. Once i reached the right defense level the outposts started to appear (4 outposts in about 1 hr in a 3 tunnel area)
