i just want to mention that i'm not one of those "pros", before i get killed by one of those guys because of talking bs :D
when you research the bombers/2nd base is a bit hard to say without knowing what exactly you're doing...
first of all, yes it's possible to research them tomorrow but to join an alliance would maybe a big help and on long therms a must have, even if it's not one of the top alliances. for example if you're not killing bases you need more offenses to activate tunnels effective (every offense 4 tiles around tunnels give 20% chance to spawn an outpost per hour) and you have much bigger territory to play with, beside that maybe someone could give some instant help on questions (the forums doesn't have really much visitors, beside all the guys which cry about everything the devs do :P )
i try to explain the way i go when starting a new world and i try to keep it short ^^ (maybe some training is needed because it's a bit risky and buying cp help to speed this up)....
1. on start of the world follow the tutorial quests until you reach the quest for researching support weapons. you get some crates and ressources for it which help to start.
2. get rid of useless buildings like the 3 refineries, repair and def buildings and exchange them for production, command center is needed for collecting rt so it's the only "main" building which is really needed all the time. 1 accu + 3-4 powerplants should be enough for power at this moment, rest buildings will be harvesters and silos. on the first 8-12 hours (depends a bit on layout) just try to get as much tiberium as you can get (the green stuff), after a few hours you can get around 20-25k tib/hour which is enough to get a decent lvl for you command center (lvl9-10 should be possible after the 8-12hours). after this change tiberium production to crystal (the blue stuff) 15-20k crys/h should be enough to have a few lvl8-9 units in your army after a few hours (maybe just go to sleep and wait until the next day).
3. after building your army, sell the harvesters and silos, exchange them for refineries/powerplants, and start killing some stuff (repair buildings are just needed while killing stuff, exchange them for refineries when taking a longer break). if killing bases or outposts doesn't really matter, what matters is the output. i won't talk about ressources but if hunting for bombers outposts should have at least 40-50k rp per hit (if i'm not wrong lvl13-14 outposts should have that amount so about 10-12 of them would be enough), when killing bases you need the same amount of rp per hit (at best don't hit with more than 20cp per hit to get as much shots as possible!).
