When does the fort stop attacking

Wrath 28, Fort killed, all alliance players that stayed in center the fort attacked and killed.

Now former alliance members moving back into center to help out next alliance are getting warning that they will be attacked, fort still reconstructing.

Is this normal, and for about how long.
