Are you asking how often new servers are launched? If so, the answer is that there is no regular schedule.
Are you asking how quickly does the new server take to set up and launch? The only ones that will know that are the technical people and the developers of the game.
Are you asking how long it takes to log into a world? The answer is variable depending on your computer configuration and internet speed, but it shouldn't take more than a few seconds. When will be launched the next Server ?
It's important to know in advance because you need to be ready day 1.
I will try to not work that day and if It's announced only 48h before I can't do that.
I miss my students times were I was playing 24/24h 7/7d from anywhere ☹️
- @II_Karpov_II As already stated, there is no schedule published in advance, notice is given in announcements about one week ahead of the launch which is normally on a Friday.

Servers roughly announce every 2 months or so? So tiberium servers come out about 4 times a year. Then there are the firestorm and other servers as well.
They'll announce 2 weeks before the actual launch.
