Why does SP per hour generation begin to decrease when a player reached Level 11

Hi. In the current WCS the SP per hour has begun to decrease after Level 10 @ Level 9 SP = 22.5 per hr @ Level 10 SP = 25 per hr @ Level 11 SP = 18.5 per hr Is this a bug or game design? It does...

For clarification, Supply Point Gain means how much SP increases per day correct?
