Everything that is not prohibited by the game is allowed. Pre-hitting to calibrate SW is not prohibited. It depends on how you can use the mechanic of this game. Looks like you hadn't played against mara on wcs when they blocked all hubs. Exactly blocked, not using pre-hit to calibrate SW.

If a game allows you to do something it can't be cheating unless you actually disable a guard within the game or the coding of the game. This so called cheating you have seen does it involve a script that is added from outside the game? Or is it purely that the game mechanics allow "anybody" to use that trick or tactic? When the game mechanics allow it to happen it is not cheating (its using your initiative) you are sounding like you are just crying to have the game developers to try and make another fix to make the game even less entertaining and less interesting. Play on or move on.

Foot note - when did real war play 100% by real rules? You think all sides in a real war saw the rules and said ok, we can only do this, or do this, we could win by doing this (using initiative) but its not in rule book so we can't use it? Human nature is to find an advantage over your enemy/competitor (An extreme example, America -Hiroshima) so why should a war game be any different? You have an edge or a way of playing that allows you to win then you use it.
