2nd base not producing continuous supplies?

i just founded a 2nd base in server 31. ive upgraded all my harvesters to lvl 10/11 and i get the packages every few hours but right now my base has 0 resources as i just transferred them to my first base and the second one now isnt moving.

Any suggestions on what could be wrong ?
