a relocation issue

Veteran World 2. I tried relocation but failed. Failure message shows "wait until past timing". When do I relocate? With this concern, all our bases were destroyed...

relocate player button doesn't show up for Me at all, screen won't scroll down to jump, is there something I need to adjust?
