From what I remember you would simply keep clicking an "optimize" button and it would automatically move your buildings around and tell you the resources + or - from the change.
Yes, it would do that - but not the actual buildings in-game, just a copy. You had to then manually match it up.
You could do the same with any base, either forgotten or another player.
