There is no way for a member or cic to reinstate an alliance in the Hall of Fame - the badges individuals have are still valid, it's just the Hall of Fame list that has the name removed.
Hopefully someone from the Developers will see this on Monday and be able to assist. Nothing on computers is truly deleted so the logs will show exactly what and who and when the entry was made originally (when the fortress fell) and when the alliance was disbanded.
