When I log my master Sergeant status is missing and 7 years of base building is missing. I now log in as a new recruit. What is going on?

Check that you are logging into the correct world. If the world you are expecting to log into is offline (or lately when it has been unreachable for other reasons) then the system offers a world as an alternative. If you don't spot this you will join a new world. Your old world achievements still exist, just make sure you log to that world and not another.
