The ability to buy funds has been a very long term issue. The ability sometimes is withdrawn from a particular route/payment method and sometimes for a particular location.
Unfortunately, the only place that can help about buying funds is EA support and as you have found out on this occasion they are unable to help too.
There has been an increase in lack of ability to buy funds over the Christmas and New Year period recently and they are looking into this difficulty. Unfortunately frontline support are never going to be able to give accurate timescales to the solving of these technical problems.
