Firestorm 20 - Cap on offense/defense POIs?

On Firestorm 20, the offense/defense POIs seem to cap at 200% bonus (Uranium, AGN, Infantry and Reso) even though the level of POIs increase. Resource POIs don't seem to cap. Is this intentional? Or is there suppose to be a higher tier bonus that isn't registering correctly?

I've personally never played a world with the level cap increase so I'm just curious. Seems odd.

    tier 55 (4,992,500,000,000 score required) and rank 1 total bonus (max): +400% firepower and 3,048,000,000/h resources

    u also can get +400% firepower starting with tier 39... if rank 1 though.
    tier 39 is also max firepower bonus with tier system 1... difference is that in most cases u can't reach higher tiers (not enough POI score available in that world)
