Around the time you posted there was an issue at an EA data centre which is now resolved. I don't know if that was the cause of the 'glitch' you experienced, but if it was then you should find that the power packages have now been added. If not, let us know the base you added them to so that it can be investigated by @EE_Elephterion . I don't have access to data to investigate.
