Yes, it is strange - I checked on a very old world, World 26. If I order by status (online status) then things appear to work ok. If you order by Ranking (Classification) then I see the same as you. It could be old rankings are being used although displaying inactive - but that doesn't explain why some of the rankings are obviously out of the right order.
