wont let me place defences in fs30

lets me place walls but not scorpions states requirements as defence hq and facility level 1 which i have and it doesnt highlight the scorpion defence unit or let me place it now

     lets me place themin my forst base just not the second base im the first on server to research and place base 2 so maybe its not gunna be just me soon
