I'll have to look into this in more detail, but from experience, Vertigos generally attack 4 targets with one shot regardless, the idea being that they got 4 payloads to drop. So this might as well be as they are designed.
Isn't the payload split between multiple buildings like 5 or more? I have not seen such and I don't know how the Vert's supposed to react, but I think there's a way to circumvent a vertigo from not being able to hit the target.

For example, if I have one 65 lvl Vendigo and attack lvl 1 base with 8 buildings in line, I get only 4 buildings?
Players normally 'stack' vertigoes on top of each other, like 2 vertigoes on the same column, both on 3rd and 4th row. This is how one manages to 1 shot bases like these. Vertigo behaves weirdly compared to Hawks, I would like to see a forums post where every unit is explained in detail and what players can use them for.
Also is it wrong to use militants early game to take care of scoopers and scrap-bus? Another Noob mistake I had way before is trying to have a Pit-bull destroy an MG nest; turns out they're infantry, thanks to the arsenal page.
