what do i need to do to take over a particular forgotten base layout that i what to use

- To use an existing layout you need to research a new MCV and then place it on the spot of the forgotten base. If the it as a base and not a camp or outpost it needs to be killed first. Even after the ruin goes, you can still use that layout until someone else does then a new one is generated.
