I have seen a lvl 67.5-ish Nod army, but I can't remember the setup.
You will probably get a higher level if you switch your Avatars with Salamanders, but that wouldn't make your army particularly powerful.
But why would you need to get it higher than what you already have? As far as I can tell, there are no benefits to gain from that.
