Bad Ping Rates in Australia. The Game is unplayable.

I live in Sydney Australia.  I have had the game for  month.  In that entire time, the ping rates have only been below 40 on two days.  Outside of those two days, the game has been terrible.  I get a 177 Ping rate to the Australian data center.  I get a 137 ping rate to the East Asia server.  I am with TPG and have ADSL 2.  My ISP has tested my line and I'm consistently getting a 13 Mps per second.  I have no issues with any other game.  

I had hoped connectivity would improve as you worked on the servers, but it has not. Every bot or player stutters and lags across the screen.  I would like a refund because the game is unplayable.
