Okay I guess you are playing on PC right? Have you tried to setup a different resolution, scroll with your arrow keys or to launch the game in windowed mode to change your region? You should have a scroll-bar at the right of the data-center box.

I have this problem also. It is a problem on Xbox One, not PC. If you open the data centre selection window by pressing X on the home screen and scrolling to the bottom, the entry at the top scrolls off the top. When you scroll to the top, the list does not scroll up again.

I can navegate through the data centers that are shown just fine.

If I move past the last visible option, it will scroll down.

If I then move up above the last visible option, it will not scroll back up.

temporary fix, shut down the system then unplug it. the default will be the best region

I saw the fix at the bottom, but wanted to let you kow same problem here xbox one
