Can't scroll back up to best ping {my region} after scrolling down all the way in data centers @ selecting another data center/region. Cant get back up to north central us.

Okay I guess you are playing on PC right? Have you tried to setup a different resolution, scroll with your arrow keys or to launch the game in windowed mode to change your region? You should have a scroll-bar at the right of the data-center box.
