Enable Developer Console/Scroll Wheel Jump Bugged

Anyone else have this issue where the Scroll Wheel Jump and the Developer Console don't work. Scroll wheel jump is bound but doesn't actually work in-game and the Developer Console enable/disable feature is no where to be found in-game. I had to resort to going into the config file to enable the console and rebind jump, but it still doesn't work. Any ideas? Seems like a ridiculous bug, the game used to work fine.
