Low ping to data center, high ping in-game

I have a ping between 30-40ms to the data center when I start the game. In the game, the ping is always above 150ms and often above 200ms. I am the same distance from three different US data centers and have the same result with any of the three. I have cable Internet and get 30-40ms ping playing other games. I have tried reinstalling, rebooting the PC, rebooting the cable modem and router, checking port filtering/blocking on the router (nothing blocked), and turning off anti-virus. I also turned all graphics settings to minimum in case that was an issue, even though my PC should be more than fast enough. I can't think of anything else and I haven't seen anything else suggested in any of the forums. Any help would be greatly appreciated.
