"My case" trouble ticket

So is it normal for it to say wait time to chat with an advisor is under 5 minutes? Yeah been an hour. On top of that the first game I try to purchase and I get an error(10048) and I've tried everything. Yet I can't get a response.

I am sorry but we are not able to help you out with payment issues. Have you tried a different browser, for the case that the LiveChat has issues with your browser safety or other plugins?

Thank you for the reply. And yes I have tried numerous security settings as well as 3 different payment methods including paypal. I am however, from the U.S. But temporarily assigned in Okinawa Japan if that plays apart in connecting to an advisor. I have tried at 2100 my time and 1200 my time.
