Can you, please, try changing graphic settings, such as set resolution to the native resolution? Also change options such as "Adaptive Resolution FPS target" (try setting it to 0) and "Texture Streaming Budget/Texture Quality" all of those settings can be found in-game video settings in "advanced" tab. Additionally, please make sure that your video card drivers are up-to-date.
