This is a question that has been asked since Beta. Still no answer. Not sure but it seems the game developers are the only ones that can answer that question. I did talk to a guy who has a verified network and he told me he plays with the Devs every other Tuesday and asked them and they made his verified. Of course take it as you want to cause I do not know this person other than the 5 minutes I spent talking to him in his network.

Unfortunately I don't have an answer for this either. It sounds like ardusv is on the right track, i'd guess that it's an account flag that can be put on certain proven networks by the CM/Dev team, but I don't have any official info on this.
