You can't choose faction so people don't prefer one over the other thus creating a situation where games take longer to start because there's more people on one faction than the other.

That's a good theory, but I have never been selected as Milita to complete my achievements, despite several wasted hours backing out of games to try and get selected as IMC. A better solution would be to allow a switch if their is an available slot on other side in pregame menu. There has to be a better way! Literally wasted hours backing in and out trying to get Milita, Most time I've wasted on a getting points (not getting points). So yeah something needs fixin'.
