See if you have a second network adapter active. Turn it off and it should work just fine. Network adapters as in Hamachi, Tuungle and the likes. They confuse the game slightly 😉
same for me I live in the U.S.A. I turned off my Ethernet adapter, but it still wouldn't work... I tried everything!!!

If you have the same problem as I had:
Data center connected (works fine) and still can't join multiplayer
You should change the DNS server on router to 8.8.4.4

It's also improve your latency and Multiplayer work fine after this change !!!
