I experienced similar problems with gameplay and memory this week(started on 12/42016). Somehow my Paging File was altered to reserve 24GB of 32GB installed for hardware, leaving only 7GB(or less) available.
I YouTubed "Paging File Fix" and tried several of the methods. Clearing the Cmos, after unsuccessful Regedit and MSconfig methods didn't work, restored my memory and may have reset the Paging File size. Didn't solve the "stuttering"/ low FPS or crashes though.

Have you tried any of the @MADrag0n advises? Are you video card drivers are up to date?

@EA_Archi No, I have not. I will look into it. If there's something specific you suggest, send me a link. And yes, my drivers are up to date (AMD 16.11.5).

@EA_Archi I had not read MADrag0ns advice before previous reply, So, to correct myself, I have tried disabling my Afterburner overlay, as well as other non essential processes. Also, different resolutions and graphics setting combinations. No other games are affected. Just TF2, and it just started recently. I've been playing since day 1. May not be a coincidence that it happened after the Angle City update/release.

Have you tried to Repair the game in Origin client? Reinstall the game completely? If afterward the issue is still there, perform Clean boot

Yes, to both. Last night I uninstalled the game for the second time, and then uninstalled GPU's and drivers from windows device manager then did a registry scan/clean. Restarted and scanned registry again. Did a clean install of latest GPU drivers and re-downloaded TF2 overnight (3hour DL). I haven't run the game yet to see if all that helped, I will do that when I get home from work and let you know if it worked or not.
