If not, please try these steps.
If this has no effect it may be worth trying to start the download on a different console, if you have a nearby friend with one. This will help to determine if your system or your account are the issue here.
With this information you can reach out to Xbox support again, hopefully the extra context will help with finding the source of the issue. Another thing that might be worth trying is adding an external HDD if you have one to hand.
