What is the point of region locking languages?

What is the point of locking me out of playing in English? I dislike dubbings from English to Polish, and I want to change it, However, I discovered that my I can only change it to Russian or Polish, and there is no definitive answer as to why. Is this because of different sales in these countries?

Sorry to say but It means that you versions is locked to those languages and cant be changed out of it. @NotLootBoxes

So if I buy a global version of the game and activate it on my account in Poland will I have access to the English version of the game or will it be locked anyways?
