Ya, and you could make a small brown house farm that is constantly being harvested.
I wouldn't set up any rules on who build what. I would make it first come first serve. You could do whatever you wanted. Decorate or un-decorate whatever you wanted. There should only be like weekly or monthly communication. That's how I would do it.
