I missed a lot of the 2019 events and it doesn't make sense to me that essential buildings are not made available even after the even has ended. Sometimes life gets hectic and you can miss entire events. It doesn't mean as a player I'm not committed.
There’s no devs here to answer your question, but you should expect it will return someday, as it’s the only way to unlock much of the property. They are obviously controlling the rate of expansion with it, forcing players to design more compactly.
