I don't see the GGR coming back without an increase in revenue. It is not a simple building it means a lot of players expanding their Springfield and the amount of resources required to run the game.

It is an increase in costs which is not covered by collecting 150 donuts.

If the game is truly dead rubber in terms of meaningful development and revenue then there will be no GGR.
