After you get to the required quest and the build of the recycle tower is finished, then you get the skin. It's there don't worry :D

yes it is once you get further in the storyline then Lisa will have a quest to build a recycling castle and that has a 24-hour build time once that is done then you'll have the skin and a quest for Lisa to shoot arrows.
