Auxiliary HQ prize a mistake?

So I just unlocked the aux HQ in the prize track. I thought it odd that it looked like the HQ where you send the characters, but I bought it anyway. Sure enough, it's just a duplicate building! But you can't send characters to it for intel. But the skins do change. It's funny, because it says right on the prize track that you can have only one in your town. But you can actually have two. Kinda lame that we don't get a new prize and just a duplicate tower.
