I think you also have to buy the Giant Grasshopper to get the tractor tasks. I could be wrong...

His tasks with the tractor are not permanent (only during the 3 part quest) and all that happens is the tractor sort of vibrates and some smoke from the stack, so if you are thinking of buying bare chested Willie or the tractor for just this quest then I'd say no it's not worth it.
