Barney "Plow King" quest will not start
Hmmm I tried looking at the Wiki for you, but all it says is the quests start once u put him into the Plow King Custome..

You could try and reset the app but its possible the quest line might have been limited time?
Dunno, I cant remember it exactly, but wasnt he clearing snow and competing with Homer at Christmas time etc... Wouldnt make much sense as a questline right now...
