Barney "Plow King" quest will not start
Hmmm I tried looking at the Wiki for you, but all it says is the quests start once u put him into the Plow King Custome..

Yeah I got what you're saying. But through most of the Stonecutters event I've left everyone without a task just so I wouldn't be given a task to do with a particular character and have to wait for them to become available. So everyone has been available at one point or another. I was gonna try to store my Bowlarama, then place it again to see if it worked, but my game is lagging and I accidentally sent Homer on a 4 hr task. D'oh!!!
