Barney "Plow King" quest will not start
Hmmm I tried looking at the Wiki for you, but all it says is the quests start once u put him into the Plow King Custome..

I'm guessing it was a limited questline. It's probably been disabled. Like if you were midway through the Halloween questline, I think that one just deletes as well.
I know others didn't have this restriction (like last years 4th of July), but I think most of the recent Holiday ones, and even tie-ins now have time restrictions.
