They are not consistent with the labeling. Limited time items appear during events all the time with no timer, but disappear after the update.
Yes limited time = programmed to expire =due to programming glitch it disappeared
New = programmed not to expire = permanent
I can't think of one time a new item disappeared for no reason. (and don't bring up limited time). Now I have had my stuff disappear due to glitches but that's a whole other kettle of fish.
There have been lots of limited time items that only said "New" while they were in the store. I think there were several in the Sci-Fi update. No one but EA knows if this will still be around. You don't remember when the Tennis Courts disappeared from the SH store. They don't keep good deals around forever.
