No, she isn't. She's a v-day exclusive.
I got Mindy for free, and probably wouldn't pay donuts for her. I have paid donuts for Brandine, and don't regret it. However, if you prefer Mindy, then get Mindy. Just be aware that her associated building gets used once and never again, and she has no permanent four hour task.
