She indeed was limited time. But disappearing characters do happen. Maybe you should contact EA support.

Yes, exactly. Use your town census in the courthouse to find her. If she is not listed there, then I would contact EA support.
Although, surely you would remember buying her. And maybe have some screen shots with her in your town? After birthing a spuckler every 90 days she has finally run her character course for me for now. But I really like her visual tasks, and am glad they added carry a food baby so that I can still see her walking around smoking pregnant.
