It looks like there are two tasks with the same name, one of them is a 4 hour task that gives out karma, and the other is an 8 hour task. If you're on part 3 of the event, the 4 hour task pops up and prevents the 8-hour one from coming up. Once I finished part 3 event, I could send him on the 8-hour task to finish the next part of his questline.
