I took the risk, and tested in my C-town.
After selling the Prison bus, I was able to buy it again! So it works.
I got a net XP-raise of 177.640 when I bought it again (total XP divided by my multiplier. I had no SH buildings out, so no hidden %).
The net cost of the prison bus is 1.323.000$ (1.764.000$ for buying minus 441.000$ for selling). So you get 0,134XP per $ (without multiplier)
I tried the same with the ZiffCorp Sign (level 45 item, comes with Artie Ziff). I got a net XP-raise of 13.750 when I bought it again.
The net cost of the ZiffCorp sign is 103.125$ (137.500$ for buying minus 34.375$ for selling). So you get 0,133XP per $ (without multiplier)
With the bloodmobile, the net XP-raise is 13.200. The net cost is 99.000$ (132.000$ minus 33.000$). So you get 0,133XP per $ (without multiplier).
With the rat trap delivery truck, the net XP-raise is 15.000. The net cost is 99.000$ (132.000$ minus 33.000$). So you get 0,133XP per $ (without multiplier).
Conclusion: the prison bus gives you the same XP rise, but it goes faster. Although you have to consider that with the prison bus, you can only buy one at the same time. You lose some time with buying/selling each time. With bloodmobiles you can buy a dozen at the same time.
Thanks for biting the bullet and testing this out for us - this will be extremely helpful and confirms a great idea by the OP.
I think you made a copy/paste error on the rat trap delivery truck, the cost is $150,000. I'm not trying to nitpick, but I wonder if you can check your math to see if the XP per $ ratio is still the same.
