Can't activate Skips Diner quest

Look around these forums and you'll find lots of theories about what triggers this quest but really nobody knows, so you just have to be patient. I had to wait almost a week for the sequence of quests that finally lead to Skip's Diner, and accumulated enough loot to buy another strip of 8 land squares. It is wise though to have some loot in reserve as the last 3 buildings cost from $90,000 to $146,000 each, and you won't have any other delays after Skip's Diner, as soon as one building is up, a quest sequence leading to the next will start.
